July 5, 1928. An article titled “Upkeep of Mental Hospitals Is Costly” was published in the Chinook Advance. The article quotes Dr. C. M. Hicks, Medical Director of the Canadian National Committee for Mental Hygiene, from a presentation he gave in Edmonton. Hicks stated that there were 24,000 patients in mental hospitals, for which the upkeep of these institutions cost $9 million a year. Hicks reported that there were 50,000 insane, 60,000 mental deficient in Canada, which meant there was a large number of these people still living in the community. He also addressed the attitude of normal people toward the insane, claiming that the insane should not be treated with stubbornness or as a disgrace, when treatment can help.
